That didn't work for me, when I went into windows features I clicked on turn on 3.5 and it then still tried to download and failed. I found an article here The article states that the bug is due to two particular security updates from Microsoft find them in your control panel / unisntall programs / remove microsoft features list the two security updates that keep you from installing. NET frameworks 3.5 are KB2966826 and KB2966828 Remove them using the uninstall update option then install 3.5 then go to windows update and windows update will reinstall the two removed security updates and you will be done.
